• Thresholds and default weights are seeded from typical guidance (e.g., high winds around 48–60 km/h, heavy rain > 4 mm/h). Adjust to match your local standards.
• Risk factor = average of (probability × severity ÷ 10) across hazards. Contingency = 10% base + up to 40% depending on risk.
• Use the CSV export to share the Restart/Shift/Stop matrix with supervisors and traffic management teams.
